The Poway Housing Authority issued a Request for Qualifications (RFQ) as the first step toward a future housing project on Monte Vista Road that would turn the 2-acre site into affordable rental housing. The City Council requested that the project include low-income residential units for developmentally disabled adults and military veterans.
The Monte Vista housing site is east of Pomerado Road, just south of the Palomar Medical Center Poway. The site is included in the City's Regional Housing Needs Assessment (RHNA) in the Housing Element of the General Plan. Consistent with what is identified in the RHNA, proposals should include a minimum of 41 low-income units.
The City is proceeding with an RFQ to determine qualified developers with a demonstrated ability to finance, design, build and manage affordable rental housing. The next step, the Request for Proposal (RFP) round, would include a small number of the highest qualified respondents.
RFPs would then provide the necessary level of project detail (including a conceptual design) to determine which respondent best satisfies the objectives expressed by the City Council, as well as provides a desirable development project and financial return for the Poway Housing Authority. This two-step approach was successfully utilized by the City in selecting a developer for the Town Center/Poway Commons development.
The RFQ deadline is Jan. 27 at 5 p.m. The RFP deadline is expected to be in April or May. Staff will present the evaluation results to the City Council/Housing Authority Board to make the final selection decision.
