Many Ways to Pay Your Bill

New Online Utility Account & Payment Website (July 30, 2020)

The new website provides you access to online bill payments and account information.

Customers with accounts who were migrated from our old payment site to the new payment site were sent an email on July 30th, 2020 with instructions on how to set a new password to login.

Customers who did not receive an email and new customers should follow the first time user instructions below to register.

All AutoPay payment information needs to be re-established. You must login and go to the AutoPay setup and enter your banking information.

Automatic Payments by eCheck

  • Login to your Utility Account.  You may need to Register if it is your first time using the site.
  • Click on AutoPay in the left hand column
  • Agree to terms and conditions and click Continue to Payment Provider
  • Enter your banking information
  • Confirm your AutoPay setup

There is no cost to you to pay your water/sewer bill via direct withdrawal from your checking or savings account.

Pay By Phone

Use our automated phone system is currently not available. We are working on restoring this payment method.

Mail Payment

Mail your payment to the address below. Please write your account number on your check. Please allow 5 business days for delivery.

Drop Box

A drive-up payment drop box is located in the City Hall parking lot.  Customers are advised not to place cash in the drop box. Payments placed in the drop box are picked up weekday mornings during City Hall’s regular business hours at 8:00am- payments placed in the drop box after 8:00am will not be picked up or processed until the following business day.  This method is not recommended for customers at risk for a disconnection in service.

In-Person

As of 3/24/2020, the city is unable to accept payments in person at this time. The safety and well-being of our customers and staff remain our foremost priority.

Payments can be mailed to our PO Box, brought to our drop box at City Hall, paid online at the link below, or by calling (858) 248-4291 to pay by debit/credit card. Please see below for more details and fees for debit/credit card transactions.

You can pay your water/sewer utility bill at the Customer Services counter at City Hall during normal business hours. We accept cash, money orders and checks only. We cannot accept debit or credit card payments at the counter. You may use our online payment system for debit or credit card payments (a transaction fee will apply).
