     The City of Poway is proud to announce the appointments of Faviola Medina to the position of city clerk and Thomas Frank to the position of city engineer. 

     Medina most recently was the senior deputy city clerk with the City of Carlsbad. Her experience includes working in the city council and city clerk’s offices for both Carlsbad and Colton (in San Bernardino County, CA). She implemented Carlsbad’s GovQA to manage citywide records requests. 

     “I’ve heard nothing but great things about Poway and have felt welcomed from the very start,” Medina said. “I can't wait to be a part of such an amazing team!”

     Medina holds a bachelor’s degree in psychology, with a minor in studio art, from the University of Redlands, and is a Certified Municipal Clerk.

     The city clerk provides the link between citizens and government by coordinating the legislative process, administering city elections and ensuring that public records are preserved, archived and accessible to the public. The clerk also acts as a compliance officer for federal, state and local statutes, including the Political Reform Act, the Brown Act and the Public Records Act.

     Frank most recently was the transportation engineering manager for the City of San Clemente. He has more than 30 years of engineering and construction management experience in both the public and private sectors. As a consultant, he served as the Assistant City Engineer for the City of Del Mar for and oversaw construction management services for municipal infrastructure projects for public agencies, among other roles.  

     “I am excited to work with the city team to deliver projects that will improve the quality of life for residents and maintain the city's infrastructure in a cost-effective manner,” Frank said.

     Frank holds a bachelor’s degree in civil engineering from the University of Arizona and master’s in business administration from San Diego State University. He is a past president of the San Diego and Imperial County chapters of the American Public Works Association and has moderated seminars on implementing Complete Streets.

     As Poway’s city engineer, Frank will oversee all engineering activities and programs of the Development Services department, including capital improvement program design, construction and inspection, traffic engineering, and land development engineering.
