[ARCHIVED] Poway Announces Appointment of Troy Bankston as Public Works Director

Poway, CA – The City of Poway is proud to announce the appointment of Troy Bankston to the position of Public Works Director beginning March 2, 2015. Mr. Bankston earned a degree in Civil Engineering at San Diego State University and is a Registered Professional Civil Engineer. Troy’s public service career spans more than 27 years and he has held the position of Deputy Director of Public Works with the County of San Diego for the last four years. His responsibilities at the County included oversight of a number of Public Works sections including surveying, cartography, solid waste recycling, watershed protection, flood control engineering, and private development construction inspection. Troy was also responsible for the management of staffing, developing policies and programs, analyzing revenues and expenditures, and reviewing the Department’s operational efficiencies and effectiveness.

Mr. Bankston states, “I’m excited for the opportunity to join the Poway team and look forward to serving the community.”

Troy will lead a department of 81 full-time employees and an annual FY 2014-15 operating budget of $38.92 million. The Poway Public Works department is organized across three divisions: Utility Systems Operations and Maintenance, Maintenance Operations, and Environmental Programs. Public Works employees are responsible for ensuring the reliable operation and maintenance of public infrastructure, including:
• Compliance with State and Federal regulations for water treatment, water distribution, wastewater, reclaimed water, storm water, flood control, solid waste and household hazardous waste, and fleet operations;
• Maintaining public facilities, streets, medians, sidewalks and signage;
• Caring for parks, trails and open space;
• The functioning of traffic signals and street lights; and
• Administration of special districts.

Poway City Manager Dan Singer said, “Troy comes to us with a diverse yet solid background in the profession, but more importantly brings a leadership style to our organization that will be a perfect fit for Poway.” The annual salary range for the position of Public Works Director is $137,694-$167,358.
