The construction contract for the Mickey Cafagna Community Center will be re-advertised after the City Council voted to reject the only bid received during the initial bid process.
Although the bid was within the engineer’s estimate, all five councilmembers voiced concern given the magnitude of the community center project. The consensus was that awarding a contract based on one bid wasn’t in the city’s best interest.
Staff received feedback from several contractors that were qualified to bid on the project but did not submit a bid. The requirements of a self-performance provision in the bid documents, which is used to ensure that the contractor performs a specified amount of work on its own, proved difficult to meet for this type of construction project.
Staff will remove the self-performance provision and is planning to re-advertise the project on August 29. Bids are tentatively scheduled to be opened in September, with the contract awarded in October.
