Understanding Your Bill

Single Family Utility Customers
A typical bimonthly water and sewer bill for Single Family customers is calculated as follows.

Water
Your water fee consists of the following components:
  • A fixed charge based on the meter size
  • A water use charge per unit of water that flows through the meter; this portion changes every billing cycle depending on your water usage
Sewer
Single-family residential customers are assigned to 1 of 7 sewer tiers. The sewer fee is made up of the following components:
  • A fixed charge for service based upon the meter size
  • A variable commodity charge; the commodity charge is related to the number of units of water you use during the winter months of November to April. These months are considered our "wet" months, the time most water users have their lowest usage. The lowest winter billing cycle is selected for each of the 3 most recent years and averaged. We then use 85% of the averaged amount to estimate the amount that would normally flow through the sewer. This figure is then used to determine your sewer tier for 1 year. Because your sewer charges are fixed for 1 year, your sewer charges may actually exceed water charges during very low water consumption periods.
Customers living in areas that require pumping for water services will be charged for these services in an amount that offsets actual energy costs to operate the pumping station(s) used.

New customers in single family residential, condominium, or town home with separate master meters are assigned to a Tier 3 sewer charge. They will remain at this tier until they establish their own winter water use. Fees for single-family customers with less than a 3-year history will be calculated based on their lowest winter water use average for each of the years the customer has a history at the property.

Multifamily & Mobile Home Utility Customers
A typical bimonthly water and sewer bill for Multifamily and Mobile Home customers is calculated as follows.

Water
Your water fee consists of the following components:
  • A fixed charge based on the meter size
  • A water use charge per unit of water that flows through the meter; this portion changes every billing cycle depending on your water usage
Sewer
The sewer fee for multifamily and mobile home customers is made up of the following components:
  • A fixed charge for service based upon the meter size
  • A variable commodity charge; the commodity charge is based on 85% of a customer's bimonthly water usage (75% if a separate landscape meter does not exist)
Customers living in areas that require pumping for water services will be charged for these services in an amount that offsets actual energy costs to operate the pumping station(s) used.

Non-Residential (Commercial) Utility Customers
A typical bimonthly water and sewer bill for Non-Residential customers is calculated as follows.

Water
Your water fee consists of the following components:
  • A fixed charge based on the meter size
  • A water use charge per unit of water that flows through the meter; this portion changes every billing cycle depending on your water usage
Sewer
The sewer fee for non-residential customers is made up of the following components:
  • A fixed charge for service based upon the meter size
  • A variable commodity charge; the commodity charge is based on 90% of a customer's bimonthly water usage
Customers living in areas that require pumping for water services will be charged for these services in an amount that offsets actual energy costs to operate the pumping station(s) used.

Special Industrial Users
The Director of Administrative Services is authorized to determine the percentage of water flow based on actual discharge to the sewer system as evidenced by data supplied by the user and classified per the currently approved water and sewer rate study.
